Fix 1: The Pack Isn’t Activated
This is the most common issue. You imported the pack — but never turned it on.

- First, open Minecraft → Settings → Global Resources
- Then tap My Packs and find Actions and Stuff
- Next, select it and tap Activate
- Finally, restart Minecraft and load a world
